Which state is better for veterans — Alabama or Florida?

Florida's is the Florida Scholarships for Children and Spouses of Deceased or Disabled Veterans — Florida offers tuition waivers at state universities, community colleges, and career centers for children and spouses of veterans who died in service or are 100% disabled. Florida is also a Purple Heart and Yellow Ribbon participating state.
